How do I deal with this girl in my neighborhood?

She's arrogant and careless because she knows any problems she gets into, daddy will get her out and someday she sill kill a child and then that will be the end of her driving and her life as she will be incarcerated for 30 plus years. In the meantime, keep an eye on her and talk to some neighbors and ask if they are willing to back you up complaining about her to the Police, give them her plate number and see about getting up a petition for all the neighbors to sign to get her to take a safe driving course, she will end up hurting or killing someone.
