Industrial incinerator?

In an industrial incineration plant (waste-to-energy facility) trucks unload household garbage into a garbage pit. Then a crane grabs few tons at once and lifts it to drop it into a boiler. As new trucks arrive new garbage is dumped into the top of the pit. So, how does the garbage at the bottom of the pit ever gets a change to be lifted and burned?
